Diane - this reminded me of a visit a couple of years ago to Berlin in Germany, their coat of arms shows a bear and as a city they have adopted a bear standing on its hind legs like that as a general logo for the city - you see and can buy bears in all sizes coloured in any manner of wacky designs - this could easily have been one of them
